What free online resources can I use to study for the Dutch driving theory exam in English at my own pace?

Asked by haile

I am an expat living in the Netherlands and I want to prepare for the Dutch driving theory exam (theorie-examen) in English. I am not ready to enrol in a driving school or paid course yet and I would like to study independently using free or low-cost online resources. What official and reliable websites, practice tests, apps, or study materials are available in English to help me prepare for the CBR theory exam? What topics does the theory exam cover and how many questions does it have? Is it possible to take the official CBR theory exam in English and if so how do I register for it in English? Any tips for self-study that have worked for other expats preparing for this exam would be very helpful.

Overview: CBR Theory Exam for Expats in English

Good news: the CBR offers the possibility for non-native Dutch speakers to take the theory exam in English, which is a valuable option for expats and international students living in the Netherlands. The car theory exam (category B) can be taken in English without requiring an interpreter, making it accessible for internationals.

Exam Format and Content (2026 Changes)

The new exam consists of 50 questions, presented in one continuous test, reduced from the previous 65 questions. To pass, you must answer at least 44 questions correctly within 30 minutes. Since the new exam includes animated scenarios, incorporating visual learning into your preparation is more important than ever.

The exam covers traffic knowledge—including understanding traffic signs, road markings, speed limits, and priority rules—which typically focus on factual knowledge and legal requirements for Dutch roads. The questions cover topics including traffic signs, right of way, vehicle knowledge, legislation and safe driving in emergency situations.

Free Online Resources and Practice Tests

Several platforms offer free or partially free practice materials in English:

  • Theorieexamen.nl offers practice for the Dutch CBR car theory exam in English, with over 1,550 questions, 30+ mock tests, an English theory book and video questions. You can take full mock exams with 50 questions on knowledge and insight, including video animations and 3D images, with a time limit just like the official theory test, and the question types (multiple choice, multiple response, yes/no, open, drag-and-drop and hotspot questions) also match the CBR theory exam.
  • On Wegrijden.nl you can take a complete car theory exam for free and use part of their e-learning, with no account required and no hidden costs.
  • With iTheorie's free car theory test, you can find out how well you are prepared for the CBR theory exam by answering a short selection of sample questions at CBR level and seeing your score immediately.
  • At Theorie Snel Halen, you can practice completely free of charge with practice exams tailored to the official CBR exam.

Mobile Apps in English

The Dutch Driving Exam CBR app includes free test exams, free access to all traffic signs practice exams and the traffic signs theory book, practice with more than 1,500 questions, and is available in English. The app is available in 8 languages including English, with English support available every day of the week.

Over 8 million drivers have learnt using the CBR theory test apps, which include 3,500+ questions and explanations written by professional instructors. You can get 5 free topics including 1,100 questions completely free.

Booking the Official CBR Exam in English

You must book the exam in advance on the CBR website; only the CBR theory exam passenger car (category B) can be taken in English without an interpreter. You will need a DigiD to book the exam; without a DigiD, you cannot book the exam.

Go to www.mijncbr.nl on your web browser and you will be on the official CBR website. If you would like to take your exam in English, there is a fee of €6.50 in addition to the standard exam cost. The standard rate for a theory exam for a car (B) is €50.50 as of January 1, 2026, but for a theory exam in English you pay a higher rate of €57.00.

Self-Study Tips

Give yourself at least four to six weeks of consistent study time to properly absorb the material and practice with the new format.

Incorporating visual learning into your preparation is essential. Videos help you understand traffic situations from a driver's perspective and prepare you for the dynamic nature of the animated questions.

Road signs are a significant part of the CBR theory exam. From speed limits to warning signs and priority rules, understanding Dutch road signs is essential for passing the CBR exam in English. Spend extra time reviewing the most common signs, especially if you're not familiar with European road rules.

Practice exams are your best friend when preparing for the CBR theory exam in English. These tests simulate the real exam experience, helping you get used to the types of questions you'll face. Time yourself to simulate the actual exam conditions and improve your speed.

Dedicate time each day to study, even if it's just 20–30 minutes. Short, regular study sessions are often more effective than cramming the night before.

Keep in mind that while these free resources are valuable starting points, free exams and e-learning provide a good start but are not sufficient for the official exam. For solid preparation, it is essential to go through the entire theory and practice with various theory exams.
